My 1990 reatta dash is black except in the bottom left hand corner it reads "electrical problem". Any thoughts? When the electrical problem lights up is it identifying an electrical problem with the digital dash or some other area of the car?

The blank instrument cluster on a '90 is usually a bad IPC. You can try pulling the IPC, clean the terminal and the plug at the rear and reinstall. The cluster pulls straight out after the surrounding trim is removed. The plug on the back is self-centering. There is a tutorial on this site for many repairs.

any idea if the "electrical issue " light is referring to the instrument cluster or the car as a whole?

It is a general warning but from personal experience, if the IPC is out, it is usually the IPC itself. Make sure the cover is in place over the ALDL connection under the left side near the steering column.
