windshield wiper park position cover . black or polished?

I have a question about the strip that goes across the bottom of the windshield where the wipers park. Mine is painted black and about half of it has flaked off showing the stainless (?) underneath. Is that cover supposed to be black or is it supposed to be polished metal (stainless steel I think)?

They should be black. Less sunlight reflection to not blind the driver.
