1990: Instrument panel and ECCP/sound system backlights light up intermittently when key is turned on

The instrument cluster and ECCP backlights on my 1990 only light up occasionally when the ignition key is turned on. When the IPC doesn't light up, the backlights on the climate control and sound system don't light up either. When good luck is with me, both will light up and stay lit until the key is turned off, then it's a crap shoot if they will light up the next time the key is turned on.

 

This seems to indicate the problem is not with the instrument cluster itself. Whatever feeds power to the IPC also feeds power to the ECCP and sound system backlights.

 

Does this indicate a bad BCM?
