Did the ECM swap, and the car's power came back. There still seems to be an exhaust leak of some sort though, so that might have explained the noise. I'm gonna have that looked at, but from what I can tell this was two issues cropping up at the same time. Every winter, something breaks on my cars. I need to move away from the cold.
