I may have mentioned in the past that my 89, which unfortunately gets little attention, does something similar. When this happens, I can go to overrides and force the IAC toward closed to slow it down and it stays there, but I have never figured out what tells it to open up in the first place. High idle is usually associated with cold engine operation, but the engine coolant and incoming air temp. seem normal. Now that I think of it, I wonder what would happen if either or both of them were disconnected? Might it always default one way or the other.
